Colin Barrow, the leader of Westminster Council, has issued the following message for the New Year.
He said: "The New Year will be one of the toughest this country has faced in recent memory so 2010 will have to be a year when Westminster City Council works even harder to meet the needs of the people we serve.
The Wizard of Oz will be the theme for Westminster's entry into the New Year's Day parade.
Westminster Council's deputy leader Cllr Robert Davis is set to dress as the scarecrow and Cllr Nickie Aiken, of the Warwick ward, will play the part of Dorothy, in celebration of the 70th anniversary of the film.
